    Job Purpose

    To manage the programme and staff in the regions in order to:

     Improve and maintain consistency in learner achievement and retention;
     Raise levels of quality and performance in line with STL, LSC and ALI benchmarks.

    Key Responsibilities

     Meeting regional target demands on retention and achievement as deemed by STL as a result of LSC annual review;
     To monitor and track programme performance and individual performance;
     Monitoring and following up agreed corrective action for effective implementation;
     Amalgamating and co-ordinating all regional information for regional review meeting with the Director of Training Operations in order to disseminate performance activities and trends;
     Taking action to implement any quality improvements agreed at regional review meeting;
     Accessing and analysing management data to produce a monthly report that identifies programme trends with recommended action;
     The programme has sufficient competent staff to deliver the improvement agenda;
    o Recruiting and risk banding new staff;
    o To liaise with the Staff Training & Development Co-ordinator to prepare a PDP for each new member of staff in line with risk banding;
    o To liaise with the Staff Training & Development Co-ordinator to update PDP’s as agreed development needs are followed through to achievement
     Ensuring that the management approach is consistent and effective in each programme and that all staff are competent in delivering their key responsibilities;
     Monitoring achievement of objectives and demonstration of competencies (on the Forward Job Plan and Assessment) and develop knowledge and competencies (through a Personal Development Plan) by means of reviews and appraisals using STL’s risk banding and support criteria;
     Monitor staff training requirements and arrange training of new staff to deliver NVQ’s to standards that meet the requirements of Awarding Bodies, LSC, ALI and STL
     Liaising with the Staff Training Co-ordinator on identified development needs (either technical or personal) for each programme;
     Informing the Director of Training Operations of all staff training activity
     Monitoring Assessor workloads to manage over/under capacity;
     Sampling Assessor work planning and managing travel and mileage to minimise impact on the efficient use of time and minimise cost;
     Auditing learner documentation and agreeing an action plan with specific targets for completion;
     Monitoring the quality and use of learning delivery plans to ensure learner and employer engagement within the learners own learning;
     Co-ordinating the learner referral process so that learners and employers are engaged within learning within agreed timescales;
     Evaluating the results of Customer Surveys and taking appropriate corrective action;
     Attending and chairing/actively participating in all meetings as directed;
     Ensuring all programmes are kept up to date with awarding body/LSC requirements/changes:
    o Monitoring programmes for change;
    o Communicating changes to team leaders;
    o Ensuring changes are effectively implemented;
     Submitting recommendations for pay increases to the Director of Training Operations for approval.
